Turns out the choke / starter plunger wasn't sealing properly when switched off. Because of that, it was constantly drawing extra fuel into the engine, making it absolute hell to tune the carbs. As a quick fix for now, I completely sealed off the choke passage so no extra fuel can bypass through it. Surprisingly, the cold engine fires up completely fine even without the choke engaged!
